I was actually wrong, and was measuring Vcore at the wrong location, the original settings I provided are actually 1.55v which wont kill the tualatin, but is .1v higher than it should be running. Although some CPU's will run better at a lower vcore, some might run better at a higher vcore, either way it is better to be lower than higher. Here is the CORRECT setting for cpu Vcore for 1.45v.
