Issue With Protection Power Cable

When I plug the cable into an outlet, regardless of whether it's connected to the xbox or not, and press the red reset button on the ac adapter, the light on the ac adapter flashes between red and green for a few seconds before shutting off and the button popping back out. This happens regardless of which outlet the cord is plugged into.

It's broken. You don't have to use the stupid replacement power cord they provided.  It does not actaully fix the problem with certain models of power supplies used in the Xbox. It was a band-aid to prevent your Xbox from catching fire by removing AC power if it was sparking.

What brand of Power Supply Unit (PSU) does your Xbox contain?  You may need to resolder the AC power connector on the PSU to strengthen the joints.

Example of the problem area on the bottom side of the Xbox's PSU and fix:

The jack feels secure and it was working fine before we had our outlets worked on

I'm not sure what power supply it uses, we recently had a much more learned member of our family swap out a bad PSU for the current one so i doubt that's the issue. We did recently have the outlets in our house fixed(some of them were loose) and they had to turn off the power for a while so maybe that had something to do with it?

OK, so after unplugging everything and looking at it, one thing i noticed is that there seems to be a chunk taken out of the plastic part of the end of the power cable that connects to the xbox. looks like a replacement is in order
