Enigma says the EEPROM is in PAL, but my screen is still in NTSC mode

i'm running an old CRT tv via Composite, i have tried multiple times via the menu to change but it would just stay at NTSC, when the console is in NTSC mode everything is in black and white, when i changed HDD's using Chimp there was colour

Hello, i have an XBOX that i just softmodded, it does not want to go to a different video mode and stays in NTSC M, even though i need PAL (i'm european)
How do i fix this?
