3.9 is to low and to power up the PSU you need to supply a 3.3 volt to the PowOn pin.

Soft modding is like masturbating, It gets the job done but it's nothing like the real thing.

I don't have the Xbox anymore as I replaced the PSU. I'm just using this PSU as a learning experience. Is there a way to test these without an Xbox?

I have a Tuscany PSU that is a 1.6 version and I wanted to know can this be tested with out the xbox? 

The 5VSTB (reds) on the 20 pin connector is measuring 3.9V. Is this normal if not connected to xbox?

C9 is a 2200 uF 10V  Electrolytic Cap, 

C18  ceramic Cap with 104 on it. 

C14 ceramic Cap with 104 on it. 

D8 and D30 look to be the same as D40

C15 ceramic Cap with 103 on it.
