App That Compress Files To XZ_ and XZP

Hello Good Afternoon Can someone send me a PC App that converts files to XZ_ and XZP? Because I'm wanting to put mods on my Xbox HL2

Hmm, this application lists the .xz_ file extension as one it extracts and decompress in it's description along with several other file extensions/formats.
