What to check when a board will not power up, even with good power supply?

I have several boards (1.0, 1.1 & 1.4) that will not power up with a known good power supply. Capacitors all look good and there are no visible signs of damage or component failure anywhere. Are there typical failure points that I should check? Would it be worth it to replace the power caps anyway? Thanks for any help. I hate to ditch these boards or just use them for parts.

The 1st thing I would check is trace damage.

If you test the 2 points on the IC in this pic you should get 3 volt then test the 2 points next to the white scocket and you should have 3 volt if there is no reading on the IC then add 2 links by joining the 2 light blue and the 2 purple points.

There was no voltage reading on the IC, although I have 120V at the power supply. So if I understand correctly, you are suggesting that I solder a connecting wire from the IC light blue pin to the light blue point near the power/eject button and same for the purple. Is that right? Is it okay to use Kynar wire for that?

Yes 

Can you test for power at the 12 pin (1.0-1.1) and 20 pin (1.2-1.4)

The PowOk wire should have around 3 volt 

The brown (1.0-1.1) should have 3.3 volt and there should be a 3.3volt STB on the 1.2-1.4 version
