Was it sent as a complete Xbox or just a main board? The PSU should have a marking on it next to 100-127v or 220-240v If you are not sure upload a pic to a share site (I use https://postimages.org/) then post the link that gets generated. A 220 volt supply running on 110 volt will not fully power on but will still give a 3.3 volt standby output. If you have a multi meter can you can test the pins at the 12 pin connector and you should get reading like this. The white should get 3.3 volt when you press the power button. MrMajst3r
Xbox 110V and 230V power supplies are interchangeable (with respect to 3 motherboard groups 1.0-1.1, 1.2-1.5, 1.6). So your console should work fine after replacing PSU. Have you checked 110V PSU on different console? Are you sure you have proper PSU (1.2-1.5 and 1.6 has same motherboard connector but different wiring and standby voltage).

Ok, changing PSU from EU (220-240VAC) to US (100-127VAC) model should not prevent the Xbox from turning on. If it worked before the PSU swap, it should work with the US PSU too. Verify that the power button signal is reaching the PIC processor at pin 18 (violet colored pin in the image below). When the power button is depressed, the voltage level at pin 18 should be 0 Vdc and when not depressed, 3.3 Vdc. <-click for larger image Source: http://web.archive.org/web/20170209081100/http://diy.sickmods.net/Tutorials/Xbox1/Power-Eject_Pinouts
