Even if a flash drive formats correctly, using any method, whether it will actually work on a Xbox is determined by unknown factors. There are many different ways this 'not working' condition can manifest itself too. From my own experience you can buy exactly the same recommended make/model/version flash drive which works for somebody else and simply because it is manufactured in a different factory or even a different production line and uses slightly different components does not work for you.
