Try booting the recovery FlashBIOS 3.0.1 or 3.0.3 for a 1.6 Xbox (hold both power and eject to power on the console. the front switch panel’s X3 logo should look purple and the FlashBIOS screen should appear on the TV screen) to flash the X3 BIOS to the modchip.

yeah thats how i flash my x3 with http flashing or loading bios from C:\bios,  i have 2 of these x3 chips, ive had them for years, i think something is messed up with this chip, either the fpga is buggered up, or the 2mb chip is half messed up, i will go home today and try flashing a 512k bios to all the banks, and then a 256k to all the banks to find out exactly what banks work
