There are Xbox DLC installers for most if not all of the games that had any available.  These DLC items are Xbox executable packages used to install the DLC content into the proper location on the E drive for their associated game.

For them to work, I think you have to already have played the game and there exists a game save on the HDD.

I figured it out shortly after I posted this, and I am going to post the exact process because I couldn't find it anywhere.

 

+Download the DLC, but make sure it has a .xbe installer. 
- When you install, look for a readme file, this will tell you if it has one.

-Set up your xbox for FTP and place it in your F drive (Or wherever you have your Games folder)

-Drag the complete DLC file over the specific game the DLC goes to.

-Restart the xbox and go to file explorer, open F drive (Or appropriate drive), and select games and then the correct game.

-You should see your DLC folder inside the game folder, and select the .xbe file and it will load up.

-Install all the DLC, as well as the title update (If it has one) and the installer will give you an option to reset when you're done.

 

Easy as that.

I thought you just needed to run the game once, FTP the DLC anywhere on your XBox, use File Explorer to navigate to the DLC xbe and launch it.  The DLC will detect that you have run the game before and install the update.  Then you can delete the DLC folder that you FTP'd, reboot and run the game normally.

I believe to use the downloader to install the DLC you must have played the game beforehand so the game save folder structure of that game is already present on the E drive (e.g., E:\TDATA\<titleID>\).

Microsoft assigned a titleID to games used to know where their save files and DLC, if it has any, are to be stored on the E drive.
