Xbox one turn on but no signal on TV

hi.

I get an old XBOX one. when I turn it on, I hear the start up sound but there is no picture on the TV.

how can I check if it is a software issue or hardware issue?

important thing, hard drive not connected, because I don't have the cable for SATA. i don't know if the xbox should to turn on without HDD.

I don't know about the Xbox One.  This forum is for the original Xbox released in 2001.

However, I suspect that an Xbox One will not boot without the hard drive connected.
